This language file in the packages are from the previous version. You have to convert them to utf-8

I use Linux where it is a simple command call:

iconv -f iso-8859-1 -t utf-8 < inputfile > outputfile

In Windows you can do the same within cygwin tools or
google for a utf8 converter and be sure not to store the BOM(byte order mark) at the beginning of the file.

In phpmyAdmin the all files are: utf8_general_ci
Localhost in Controlpanel / startpage are: utf8_general_ci.

Are the table or the file I need to Change?

Nice to hear it works for you. But regard, I mentioned in my previous post not to store BOM in a utf-8 file. Windows editor link notepad creates a BOM. The BOM is not required and should not be used. (BOM stand for Bit Order Marker and is a small header to indicate that the said file is using UTF-8 encoding. This can cause errors in a PHP web application and is not used or required. Some editors offer to add BOM).
My recommendation: Never use notepad to edit php files which are utf-8 encoded.
Look for BabelPad which is a free Unicode text editor for Window.
